The Umrah cost from Malaysia in 2026 starts at about RM7,000 per person for a regular season package from a licensed agency, according to the Malaysian Umrah and Hajj travel agencies association, PAPUH. Promotional packages from around RM5,000 exist, Ramadan packages run RM9,000 to RM12,000, and the last ten nights of Ramadan can pass RM15,000.

Those prices have risen even though the ringgit strengthened against the riyal, because hotel, transport and food costs inside Saudi Arabia climbed sharply. This guide explains what each price level buys, what drives the cost, how to check that an agency is licensed by MOTAC, and why a package that looks too cheap is the biggest risk Malaysian pilgrims face.

The short answer

How much does Umrah cost from Malaysia in 2026?

A regular season Umrah package from Malaysia costs from about RM7,000 per person, which PAPUH's president described as a reasonable starting price in February 2026, reported by Berita Harian. Ramadan packages cost about RM9,000 to RM12,000, and packages for the last part of Ramadan can reach RM15,000 or more because hotels near the Haram are at their most expensive.

Below the regular price, agencies run promotional packages. AirAsia's ikhlas.com launched Umrah packages for 1448H starting from RM4,990 in January 2026, according to the AirAsia newsroom. When Malaysians compare harga pakej umrah online, these promotions stand out, but they usually mean set departure dates, hotels further from the Haram, shared rooms or fewer included meals, so compare what is included rather than the headline price.

Why Umrah prices rose even as the ringgit strengthened

The ringgit strengthened against the US dollar and the riyal in 2025, but that did not bring package prices down, because the costs agencies pay in Saudi Arabia rose much faster. PAPUH's president told Berita Harian that average hotel rooms that cost as little as SAR 180 a day in early 2024 now cost SAR 600 to SAR 800, with some hotels above SAR 1,000 a day.

Other costs rose too. Agencies that once paid SAR 1,600 for bus transport now pay up to SAR 4,800, and food that cost about SAR 35 a day per pilgrim now costs SAR 55 to SAR 60. These are set by suppliers inside Saudi Arabia, so a stronger ringgit helps pilgrims mainly when they spend money on the trip, not on the package price.

Why a package under RM4,000 is a red flag

A complete Umrah package priced at RM3,000 to RM4,000 is not realistic, because a return flight alone currently costs about RM3,600 to RM4,000, PAPUH warned in July 2026, reported by RinggitPlus. In February, PAPUH put the flight at RM3,400 to RM3,800 and the visa at about RM600, before ziarah, the mutawwif, transport and meals are added.

Packages priced below what the flight and visa cost can only work by cutting something essential, or by not delivering the trip at all. Every year, some Malaysian pilgrims pay deposits for trips that never happen or arrive to find their hotel or transport was not booked.

Walk away if you see these

A full package priced at RM3,000 to RM4,000. No MOTAC licence you can verify yourself. No Umrah advertisement approval number. Payment requested to a personal bank account. No written confirmation naming the hotels, dates and flight. Any one of these is reason enough to choose another agency.

How to check a MOTAC licensed Umrah agency

Book only with an agency licensed by the Ministry of Tourism, Arts and Culture (MOTAC) to run Umrah trips. The government's MyGovernment Umrah page links to the list of licensed Umrah travel agencies and advises pilgrims to check the Umrah advertisement approval number before choosing a package.

MOTAC also lists companies that have committed offences under the Tourism Industry Act 1992, including those under investigation, so check that list too. Search for the company's registered name rather than a brand name on a flyer or social media post.

Before you pay a deposit

  1. 1Find the agency on the list of licensed Umrah travel agencies
  2. 2Check the Umrah advertisement approval number
  3. 3Check MOTAC's list of companies with offences
  4. 4Get the hotel names, dates and flights in writing
  5. 5Pay to the company's business account, never a personal one

Flights from Kuala Lumpur to Jeddah and Madinah

The flight is the largest single cost of the trip. Kuala Lumpur International Airport has nonstop flights to Jeddah, and Madinah is also served nonstop on some routes, so many packages fly into one city and out of the other to save a road transfer. PAPUH's figures put a return flight at about RM3,400 to RM4,000 in 2026.

Fares rise sharply before Ramadan and during Malaysian school holidays, when family demand is highest. If you are comparing packages, ask which airline is used, whether the flight is nonstop, and whether you arrive in Jeddah or Madinah, because the arrival city decides the order of your visit and the transfers you need. Our Makkah to Madinah train guide covers the journey between the two cities.

Ramadan Umrah prices from Malaysia

Umrah in Ramadan costs much more than the rest of the year: about RM9,000 to RM12,000 per person for a Ramadan package, and RM15,000 or more for the last part of the month, according to PAPUH. Hotels near the Haram charge their highest rates of the year, and flights from Kuala Lumpur sell out weeks ahead.

If Ramadan is important to you, book early and set your budget from these figures rather than regular season prices. If cost matters more, the months after Ramadan and outside school holidays are usually the cheapest. Our guide to the best time for Umrah compares the seasons in more detail.

Visa, vaccination and documents

Most Malaysian pilgrims travel on an Umrah visa arranged by their agency, and PAPUH puts the visa at about RM600. Saudi Arabia also offers a tourist eVisa to many nationalities, which can be used for Umrah outside the Hajj season; check current eligibility and fees on the official KSA Visa platform before planning a trip without an agency.

Saudi health rules for Umrah in 1447H require a meningococcal ACYW vaccine: a conjugate vaccine within the last five years or a polysaccharide vaccine within the last three years, given at least ten days before arrival, according to the Saudi Ministry of Health. Ask your clinic for the vaccination certificate, and keep a copy on your phone.

Documents checklist

  • Passport valid for at least six months
  • Umrah or tourist visa approval
  • Meningococcal ACYW vaccination certificate
  • Flight tickets and hotel confirmations
  • The Nusuk app installed for permits

Going without an agency: what changes

Some Malaysians arrange Umrah independently, booking their own flights, hotels and visa. This can cost less than a package in the regular season, but you take on the work and the risk: there is no mutawwif, no group transport, and no agency to call if a hotel booking fails.

If you go independently, budget the flight at RM3,400 to RM4,000, the visa, hotels at current Saudi rates, transport between Jeddah, Makkah and Madinah, and food. Our first Umrah guide covers the rituals step by step, which matters more without a guide, and our Nusuk and Rawdah permit guide explains the permits you book yourself.

Money: ringgit, riyal and cards

The ringgit bought about 0.91 riyal in early August 2026, so RM1,000 converted to roughly SAR 914, according to ValutaFX; in February, one riyal was worth about RM1.05. Rates move every week, so check a current rate before exchanging a large amount.

Cards and phone payments are widely accepted in hotels, restaurants and shops in Makkah and Madinah, but carry some cash for small stalls, barbers and taxis. Compare the rate offered by money changers in Malaysia with your bank's card rate before you go, rather than exchanging at the airport on arrival.

Spending money

Budget separately for meals not included in your package, ziarah tips, taxis, laundry and gifts. These are paid in riyal on the spot and are easy to underestimate on a first trip.

What a package includes, and what it often leaves out

A typical Malaysian Umrah package includes the return flight, the visa, hotels in Makkah and Madinah, ground transport and a mutawwif to guide the group. What varies is everything else. Some promotional packages leave out meals entirely: one 2024 package from RM5,990 excluded food and estimated RM500 to RM600 per pilgrim for meals, according to SAYS.

Room sharing also changes the price. Lower priced packages usually put four people in a room, and paying for a double or triple room raises the cost. Hotel distance matters too: a hotel about 1 km from the Masjid al-Haram is a very different daily routine from one next to the gates.

Ask about these before you sign

  • Are meals included, and how many per day
  • How many people share each room
  • The exact hotel names and distance from the Haram
  • Whether ziarah in Makkah and Madinah is included
  • Whether the Haramain train or a coach is used between cities

The government's planned minimum price for Umrah packages

The Malaysian government is planning a minimum price and standard service requirements for Umrah packages, the Minister of Tourism, Arts and Culture said in July 2026, reported by Berita Harian. Agencies would have to keep each package above a set minimum and state clearly which services it includes.

Agencies would still be able to sell different categories, such as Premium, Gold, Silver and Platinum, but each would have to meet the minimum. The aim is to stop packages priced so low that pilgrims cannot complete their Umrah as planned. Until the rules take effect, the PAPUH guidance on realistic prices is the best benchmark.

Staying connected during Umrah

Your phone carries a lot of an Umrah trip: the Nusuk app for permits, your group's WhatsApp, live location in the crowds and calls home. Roaming on a Malaysian plan can be expensive over two weeks, and buying a SIM at Jeddah airport means a queue after a long flight. Our guide to Saudi SIM vs eSIM for Umrah compares the options.

A Saudi travel eSIM installed before you leave Malaysia works as soon as you land. In our comparison, Airalo's 10GB Saudi plan costs $23.50, which covers a typical two week trip; plans and prices are on our Saudi Arabia eSIM page, with coverage notes for Makkah and Madinah.

Ways to save without taking a risk

Travel outside Ramadan and Malaysian school holidays, book early, and share a room with family. These three choices cut more from the total than any promotion, and none of them depends on trusting an unusually cheap offer.

Choosing a hotel a short walk or shuttle ride from the Haram instead of one at the gates also saves a lot, especially in Makkah. Whatever you choose, stay with a MOTAC licensed agency, and compare at least three packages with the same dates, hotels and inclusions before paying a deposit. Our Umrah packing list helps you avoid buying forgotten items at higher prices in Makkah.

Before you go: data for Saudi Arabia

Everything in this guide assumes a working phone: maps, transport apps, translation, bookings and the group chat. A travel eSIM installed before you fly costs a few dollars and removes the airport SIM queue entirely. Plans for Saudi Arabia start at $11.99 for 3GB, riding the STC network.

City-level coverage notes: using an eSIM in makkah.
